It looks to be a pattern of sterling silver that was scaled down with jewelry clasp, to be worn as an example of the sterling silver pattern that it's owner may be proud to own! It measures 2 3/8" in length. The back of the spoon is hallmarked with the verbage "Fine Arts Sterling" with the bowl showing a serving piece with handle (almost like a creamer) atop a turtle.
